Dear Ladies and Gentlemen,
International Telecommunication Union jointly with Regional Commonwealth in the field of Communications, State Administration of Communications of Ukraine and Odessa National Academy of Telecommunications (ONAT) is organizing a seminar entitled “Tariff Policies and Interconnection of Telecommunication Operators’ Networks”, which will take place in Odessa, Ukraine, from 15 to 17 September 2010. The seminar is addressed to the staff members of telecommunication administrations and regulatory authorities, managers of financial and technical services from operators and providers, scientific and higher education institutions.
The following issues will be considered during this event:
- Recommendations of international organizations and institutes on the calculation of tariffs and regulation of tariffs for interconnection of telecommunication operators’ networks;
- Approaches to determination of tariffs for interconnection of telecommunication operators’ networks;
- Approaches to building the tariff regulation system;
- State regulation in the questions of interconnection of telecommunication operators’ networks;
- Methods and problems of determination of interconnection costs;
- Issues related to the introduction of a LRIC (long run incremental cost) model approach;
- Approaches to building an economic model of tariff determination for interconnection of data-communication networks;
- Principles of taking into account investments in the calculation of interconnection tariffs;
- Technical aspects of organization of interconnection of telecommunication operators’ networks;
- Basic approaches to quality control of the interconnection of telecommunication operators’ networks;
- Prospects of development of tariff policies and interconnection of telecom operators’ networks;
- The principles of organization and planning of cost accounting depending on the types of activity;
- Determination of fixed and variable costs. Peculiarities of cost distribution for fixed and variable one in telecommunication industry;
- Peculiarities of distribution, planning and calculation of production costs depending on the types of services;
- Transition to separate cost accounting depending on the types of activity. Abandonment of cross-financing of services in telecommunication industry;
- Experience of Telecommunication Administrations and Operators of the CIS and Eastern Europe in above-mentioned issues.

The official languages of the seminar are English and Russian (synchronous translation will be provided).
To ensure your participation in the seminar, please submit your registration not later than September 1, 2010.
Organizing committee can’t guarantee you publishing information in the Seminar program if registration data will be sent after the deadline.

TRANSPORTATION
Seminar participants will be transferred from the airport to respective hotels and back as well as from a hotel to the seminar venue and back. If you need the transportation upon arrival and for the departure, please provide the relevant information in Registration form (Annex 2).
INFORMATION ABOUT THE CITY
Odessa — city on the Black Sea, administrative center of Odessa region, largest sea-port of Ukraine, important industrial, cultural, scientific and recreation center. Odessa received the honorary title of "Hero City" during the World War II. Odessa is the fourth city in the country in terms of population (1 008 600 inhabitants as of 1 February 2009).
The city is situated on the Black sea north-western seashore on the trading routes from the Central and Northern Europe to the Close East and Asia crossing. Developed highways network, city location near Danube, Dnestr, Southern Bug, and Dnepr rivers, as well as large seaports of Odessa, Illyichevsk and Yuzhny with Odessa international airport and railway create the unique favorable conditions for loads accepting, processing, saving and transporting and the powerful passenger flows processing.

Climate
The climate of Odessa is moderately continental and comparatively dry. The average number of sunny days in any given year is around 290. Winters are short and mild with average temperatures hovering around 0 degrees Celsius. Snow and temperatures of minus 10 Celsius are not frequent occurrences.
Summers in Odessa are long and warm with average temperatures of 25 degrees Celsius. Temperatures above 35 degrees Celsius are rare events. At the beginning of October it can be from 10 to 15 degrees Celsius during the day.
